Does the end justify the means - ever? If you could obtain a large amount of federal grant money for the tribe would it be acceptable to lie on the application? Just think that $3 million would give people jobs, pay for children to have preschool to get them ready for school. All you need to do is lie on the application and say that more children were served under the last grant. How could it possibly be wrong? Well, one way is that another tribe that really did serve that many children would not get the money and you would. But aren't you supposed to be more concerned about your own tribe than some people you have never met?
