Who's in Charge?

A couple of weeks ago our tribe received a $6.5 million dollar windfall from selling stock in a company they had invested in several years ago.

Without going into the specifics other then some members of the tribal council members wanted to use the money pay off the tribe's debt while tribal members wanted to receive a per capita payment.  A meeting was held and the tribal members voted to receive a per capita payment. The tribal council bowed to the will of the people and issues a per capita payment.

What would you have done if you were a tribal council member?
1.    Would you have brought the issue before the “people” to decide?  If yes, explain why. 

2.    Would you taken this stand, you (tribal members) elected me to make these types of decisions, therefore, we are going to use this money to pay off the debt and put it back into programs? If yes, explain why.

As a tribal member what would you have done if:

1.    Your tribal council representative had said, “You (tribal members) elected me to make these types of decisions, therefore, we are going to use this money to pay off the debt and put it back into programs?”

I realize there is more pertinent information that would probably influences you decision, but try to answer the question anyway.

First of all, the people are "The Tribe", therefore any funds that come in on behalf of the Tribe, should go to the people. The question is how to use the funds in a fashion that would benefit everyone - now and in the future. I as a TC member would first consult with a Financial Advisor, someone who has a track record with investments and planning. This could help to determine how much to pay on Tribal debts, Per Capita payments, etc. This way you are demonstrating to your Tribal members that you are a Financially responsible person and am looking out for All members - now and in the future.
In reference to taken a stand. You will demonstrate to the members by your decision that you have taken all considerations in mind.
Overall, you as a an elected official, have a personal stake in how you decide Tribal issues. This is different than say a State Rep. who doesn't have the same role you have. This can be a tricky, but challenging experience. My end goal in my decision is one that takes into consideration WHAT IS BEST FOR ALL TRIBAL MEMBERS!
