RHL School has a large number of free worksheets, unlike many websites that offer one or two free resources and the other 90% for a fee. Although worksheets have a bad reputation in the field, these are exceptional. They include lovely poems (and I hate poetry), interesting stories and a variety of activities for building reading comprehension. The resources here are easily applied to English learners. Although the site does not specifically align activities with state standards, the relationships are pretty obvious, especially since they group the resources in categories such as reading comprehension and have title such as 'word meanings from context'.
Free books - there are thirty on this site you can download and print for free. Two good ones are in Spanish. There are also two in French and many fiction and non-fiction in English that are appropriate for teaching reading. The subscription price is worth it if your school will pay for it.
Although this site is intended for teaching business English (whatever that is) the English exercises here build more than vocabulary. As all teachers know, English is a weird language and being an efficient reader means understanding idioms and other odd things like saying, "I'm afraid he's not here," when you really are not afraid at all.
