Family Handbooks ....
are from Connecticut, but, since much of the information, such as what is on an IFSP or IEP is determined by federal law, the handbooks should be useful to anyone in the U.S.

Orientation to services handbook - explains it all, including what is on the IFSP (Individual Family Service Plan), how you can participate in developing an IFSP, whether you have to pay for services and, if so, how much.

Moving to preschool special education: A family handbook - Everyone leaves a birth to three program eventually. This handbook gives a very organized, readable explanation of moving from an early intervention program to preschool special education.
